Ensure that the OnAbort message is sent if the testhost aborts early #3993

If the testhost disconnects before the Discover/Run request is called we would return back the abort message.

If the client disconnects before discovery and run, currently TestPlatform does not send a disconnect event.
Ensure that we still send the OnAbort event.
