Continue Working On should surface working changes with slight differences in edit session state #166720

  1. Be on microsoft/vscode main a few commits behind upstream
  2. Have uncommitted changes
  3. Continue Working On somewhere else
  4. 🐛 changes don't come with you

This is related to #162120. If there is drift in the branch state, we can't confidently resume because there's a chance we have stale file state, instead we need a way to soft nudge the user to take action and retrieve their changes.
