Quick Create option not available #25022
Description
Testing microsoft/vscode-jupyter#16577
Used a dev container. Steps:
- new empty local folder
- open in vscode
- add dev container files
- use default 'python3' container
- reopen folder in devcontainer
- new notebook, add a cell, run --> env picker appears
- follow flow as described in TPI
- 🐛 prompted to install ipykernel
