Remove refresh on individual environment managers

We have a top level action to refresh all environment managers, in an effort to simplify this view, we should consider removing the refresh option on each environment manager

@courtney- now I think we got rid of other buttons do you think this still applies? Makes sense to me especially since the packages will reload after you go through the install step through the UI
