Show notification when refreshing packages #301
Description
If you open a workspace and try to install/uninstall packages using the 📦 UI it takes a while to load the quick pick because it needs to index and load the installed packages in the environment. We currently show "refreshing packages" in the status bar but I didnt find this very noticeable and even caught myself clicking a few times wondering why nothing was happening. This also occurs if you try to expand the package list in the tree view for the first time
Could we raise this as a notification or even embed a progress bar in the environments panel for processes that might take time
