This PR includes the following updates:

Updates that cover the new Inspect Volume feature
Mention perf benefits of WSL2 filesystem, refine perf doc given inspect volume improvements (Devcontainer performance #3717)
Updates that cover GPG key support
postStartCommand, postAttachCommand
Switches examples of postCreateCommand from using git to other options (.gitconfig gets copied before postCreateCommand runs vscode-remote-release#3036 (comment))
Mention Inherit Env as a requirement for remoteEnv to work in terminals ("remoteEnv" in devcontainer.json not working while attaching to container (remote container) vscode-remote-release#3030 (comment))
Update Alpine minimum to 3.8 (VS Code fails to connect to a PHP code in a running container. vscode-remote-release#3024)
