This PR adds a feature to openimageio to build python bindinds
The feature name contains the python version as ideally I would like the end-user to choose which bindings to generate by selecting a feature (e.g. python 2 or python 3)
What does your PR fix? Fixes issue #
Which triplets are supported/not supported? Have you updated the CI baseline?
CI not updated
Tested locally on x64 windows static release
Does your PR follow the maintainer guide?
Yes
