[libusb] Fix usage

Fixes #35480. Use libusb pkgconfig, remove vcpkg-cmake-wrapper.cmake.

The usage test passed on x64-windows (header files found):

libusb can be imported via CMake FindPkgConfig module:
    find_package(PkgConfig REQUIRED)
    pkg_check_modules(libusb REQUIRED IMPORTED_TARGET libusb-1.0)

    target_link_libraries(main PRIVATE PkgConfig::libusb)

• Changes comply with the maintainer guide
• SHA512s are updated for each updated download
• The "supports" clause reflects platforms that may be fixed by this new version
• Any fixed CI baseline entries are removed from that file.
• Any patches that are no longer applied are deleted from the port's directory.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Only one version is added to each modified port's versions file.

While I do recommend to suggest the imported target from pkg_check_modules for immediate downstream usage, it implies that immediate consumers must pkg_check_modules etc. to their exported CMake config. And also generated pc files must be checked to not list the target in Libs:.

Feature libusb is tested successfully in the following ports:

pcl[libusb] 
freerdp[urbdrc]

gazebo[libusb] is not tested due to errors in its dependency dartsim which will not be resolved in this PR:

I can't integrate this as a dependency after this PR, this broke my project.
