[smf]: Add v0.1.1 version port #28162

  • What does your PR fix?

    Add vpetrigo/smf library which is a State Machine Framework written in C and extracted from Zephyr library to be used as a standalone library.

  • Which triplets are supported/not supported? Have you updated the CI baseline?

The usage and feature have been tested successfully on follow triplets:

  • x86-windows
  • x64-windows
  • x64-windows-static
