What does your PR fix?
The ICE ofmflhas been fixed by PR [mfl] Fix supports for building on normal triplets #26951,mfl:x64-windows-staticandmfl:x64-windows-static-mdcan install succeed now, so remove the records of mfl from ci.baseline.txt
