What does your PR fix?
This port used vendored dependencies.This PR is a follow-up on [vcpkg baseline][opencensus-cpp] Set cxx standard to 14 for compatibility with abseil #25735 which was based on the wrong assumtion that this port uses vcpkg's abseil. In fact, it used the abseil GitHub repo at
HEADwhich caused the error on using C++ 11 instead of 14.
