Issue:
The generated
liblapack.dlldoes not set the requiredApp Container bitrequired by vcpkg in the post build step.Unfortunally due to the gfortran hack the post build checks are disabled and this was not discovered.
Discovered by working on #19413.
(Alternativly if someone could tell me how to get the
App Container bitin there I could fix it. )
