Update zstd to 1.4.9: https://github.com/facebook/zstd/releases/tag/v1.4.9
no changes in triplet support. tested as an install dependency for libarchive on x86-windows and x64-windows.
There's a good chance build will fail on cmake test_port like #16860 and #16845
