Update crow to the latest version 0.2

Note: no feature need to test

Moving to this fork seems like the right move:

1. Original sources are unmaintained for 3 years
2. Original author appears to have no activity on github for the last year -- the last activity was pushing an unrelated test repo in March of 2020.
3. The forked code has two maintainers, the website crowcpp.org, and 130 stars on github as of this post.
4. The fork has been publicly maintained since 2018.
