This adds support for Linux and macOS to the speex port.

    See above.

  • Which triplets are supported/not supported? Have you updated the CI baseline?
    Adds support for x64-linux and x64-osx.

  • Does your PR follow the maintainer guide?
    Yes

Not much I can do about strange failures in other ports: LINK : fatal error LNK1201: error writing to program database 'D:\buildtrees\itk\x86-windows-dbg\bin\ITKDenoising-5.1.pdb'; check for insufficient disk space, invalid path, or insufficient privilege
