The libpq tool's src path is incorrct:

CMake Error at ports/libpq/portfile.cmake:301 (file):
  file RENAME failed to rename
    /home/vcpkg/packages/libpq_x64-linux/bin
  to
    /home/vcpkg/packages/libpq_x64-linux/tools/libpq
  because: No such file or directory

Fixs #15749.
