What about Vulkan and xcodebuild? Related to #14819. |

@JackBoosY I believe our MacOS hardware does not have a Vulkan compatible GPU but I can ask around. |

macOS does not support vulkan, at least natively; Khronos seems to have created a compatibility layer, maybe, but I'm not sure on that. |

This is not a complete replacement of the MacOS pool because we don't currently lock the software on those boxes as tightly as we do the Windows and Linux bits. The machines will be updated in place without changing the pool.
