  • add new port librttopo dependent on libspatialite
  • update libspatialite to 5.0.0
  • update readosm to 1.1.0a
  • update spatialite-tools to 5.0.0
  • readosm support linux and osx
  • spatialite-tools support linux and osx

Both libspatialite and spatialite-tools depend on librttopo, can we review this PR #15037 first? @NancyLi1013
