[gamma] Remove from baseline.
This was blocked by portaudio before.
[chakracore] Remove passing case from baseline and add Supports.
[portaudio] Remove from baseline, fix CRT linkage and mark UWP as unsupported.
portaudio was fixed by 654adc6
