Since the upstream is not stable, it's probable that it will remove older releases.
Adding
libvmdkto ci.baseline.txt as "skip" on all platforms to avoid the same problems happen again.See #13765 (comment)
Note:
libvmdkhas been set as "fail" on uwp, so I just add it as "skip" on other platforms.
