[WIP] Add test case for Azure typespec pull request 3729

• Bump @azure-tools/azure-http-specs to 0.1.0-alpha.38-dev.4 in package.json
• Run npm install to update package-lock.json
• Build http-client-python package
• Regenerate the flatten-property generated client
• Add sync test cases for put_flatten_unknown_model and put_flatten_read_only_model
• Add async test cases for the same operations
• Format test files with Black
• Validate tests locally (with Spector mock server)
• Add changelog entry
