cadl ranch coverage is zeroed out every time you call dotnet test

Because our Test-CadlRanch.ps1 is calling dotnet test for each library individually instead of generating all then calling dotnet test on the entire set the only coverage data we have is the final library.

We need to accumulate data in the coverage file instead of wiping it out every time.
