Create release 0.2.0 for rai_test_utils.

This release has the following commits:-

#2064 Add Imputation to classification pipeline in rai_test_utils
#1984 Create README.md for python tests
#2035 Add 3.10 classifier for python packages
#2021 pin pandas < 2.0.0 across all packages
#2061 Add is_valid_uuid to rai_test_utils
