update nlp-feature-extractors readme, dependencies and add a release script

Description

Several updates to the new nlp-feature-extractors package:

• Update the readme to be more similar to our other packages
• Update the dependencies to be compatible with our packages
• Add a release script for the package and remove the old one which won't work anymore
• Cleanup released package metdata to be more in-line with our other python packages
