Description
Update version for WinUIExperimental from 1.6.240701003-experimental2 to 1.7.250109001-experimental2.
Note that 1.7.250109001-experimental2 is Microsoft-internal.
This change also creates a WinUI3ExperimentalVersion variable to make this value easier to change via script.

Allows us to build on new features in WinAppSDK 1.7.
What
Apps using UseExperimentalWinUI3=true will now get an experimental WinAppSDK 1.7 (msft-internal only)
