Infinite scrolling up/down from ScrollView in 0.80 preview 6 (regression from 0.79)

Problem Description

Looks like there is some bug in scrollview in 0.80 preview 6 - its scrolling infinite up and down

I checked in 0.79.0 gallery app and it works fine so need to check on what changed in scrollview in between and fix the bug

Steps To Reproduce

Open React Native Gallery - Preview

Scroll on any page

Expected Results

Scrollview should work as per paper gallery app

Actually, I'm not getting working ScrollView via mouse wheel at all. Demos in the gallery. Seems like a recent-ish regression. Related or now. @anupriya13 have you root caused this? Have you looked into the changelog on ScrollView between 0.79 and 0.80?
