Narrator does not provide any audio output after initial focus on New Architecture applications

When enabling Narrator on the New Architecture Gallery, it provides an accurate readout of the component that it initially sets focus on. However, when trying to tab onto another component on the same page, the Narrator blue box does not follow the keyboard focus, and does not announce any information from the component that is focused on.

Example is shown in the recording below:

In order to pass accessibility compliance testing, Narrator will need to follow changes in focus from keyboard navigation.

Guessing that it not announcing is a direct result of it not realizing the focus is moving.
Apparently if you leave the window and come back it'll announce for wherever you are.
So this seems like a focus event is missing.

Assuming this isn't specific to Gallery, so going to move to the main RNW repo.
