Description
This change merge the separated CI pipeline for webgpu into the main macOS CI pipeline.
The separate webgpu pipeline is created because of known test failures. Now with #24108 and #24109, the test failures are fixed so that we no longer need a separate pipeline for webgpu.
Dependencies (need to wait for them to be merged, and then sync with main):
