Enable compiling against openssl 3 without requiring deprecated functionality (mostly). Also add autodetection to the cmake script, so if the submodule is switched out a 3.0 build will automatically work.
Goes part of the way to supporting #2039
Requires #2000 to fully remove all usages of deprecated functions.
