Adds support for pool-specific PR job batching so different agent pools can generate PR job matrices with different PackagesPerPRJob values.
Changes:
- Introduces
PRJobBatchSizeByPoolparameter to define per-pool overrides (including runtime-variable driven values). - Updates PR matrix generation step to resolve and validate the effective batch size per pool at runtime.
