Unpin devDependencies #654

Due to Renovate config changes, we can use ranges for devDependencies again.

Also:

Fix the syncpack setup
Rename the monorepo-scripts package to be scoped (there have been false-positive security reports about unscoped local package names in the past)
Enable grouped change files
