Thanks. This file is from is https://github.com/dotnet/docker-tools/blob/main/eng/common/templates/variables/docker-images.yml, which we haven't updated for a bit, and they have the same change.
To my knowledge, we don't use the test runner in this repo, so either way, not a risky change. 😄

When doing an audit of which images were being used in mcr.microsoft.com/dotnet-buildtools/prereqs, I saw that this repo has the only remaining usage of the Mariner 2.0 test runner image. That will be EOL this summer anyway. Upgrading it to 3.0.
