Per #300 (comment), removes the following functions:
checkPackageJson: Added new linting package DefinitelyTyped-tools#306checkTsconfig: Added new linting package DefinitelyTyped-tools#306checkTslintJson: Added new linting package DefinitelyTyped-tools#306testDependencies: Added new linting package DefinitelyTyped-tools#306updateConfig: Ported updateConfig script from dtslint DefinitelyTyped/DefinitelyTyped#55468I think I avoided removing the logic that should remain in dtslint for now per #300's comments.
