Remove dist-info folder for `bytecode` package inside of pydevd subrepo

This issue was originally fixed with https://github.com/microsoft/debugpy/pull/1646. 

The folder came back with the `subrepo` command in https://github.com/microsoft/debugpy/pull/1714.

We need to remove this folder completely from github, and add a line to the gitignore to prevent it from coming back in the future.
