llm_config and config_file_or_env will conflict when the user inputs both.

On the other hand, you should clarify the motivation for this change. Users can add their preferred model in the OAI_CONFIG_LIST and specify it by agent_model. After that, they can pass a default_llm_config when build(), and this config will combine with the selected model, which is identical to directly input a llm_config when initializing AgentBuilder.
