[WIP] Merge release/13.2 into main branch

• Investigated polyglot test failures reported by @radical
• Ran all local unit tests: CLI (1508 passed), RemoteHost/AtsMarshaller (238 passed), TypeScript codegen (60 passed), Python/Go/Java/Rust codegen (17 each, all passed)
• Verified build is clean (0 errors, 0 warnings)
• Checked all ValidationAppHost base.ts files match the template base.ts (no diffs)
• Cannot reproduce Docker-based polyglot validation test failures locally (requires Docker + CLI archive)
• Cannot access CI logs (GitHub API returns 403 Forbidden with available credentials)
