Customer Impact
Fixes a bug with using AddTables/AddTableService in storage not generating the correct bicep. See Generated Bicep for TableService is missing required 'name' property (dotnet/aspire#10328) for original issue.
Testing
Existing tests. Also manually deployed an app using AddTableService and ensured the bicep works correctly.
Risk
Low as this only affects Azure Table Storage.
Regression?
This was earlier a regression, but was worked around with Fix missing 'name' property in TableService Bicep generation (dotnet/aspire#10334). This change makes the correct fix.
