This doesn't work because of Azure/azure-sdk-for-net#51210. Reverting back to the 9.3 behavior of not creating the bicep resource at all, which is fine for now since we don't have child table resources yet.

Customer Impact
Customers using AddTables or AddTableService in Azure Storage are unable to provision the Azure resource because we have invalid bicep.
Testing
Manually provisioned a storage account locally with a call to AddTableService.
Automated bicep snapshot tests.
Risk
This changes back to the 9.3 behavior. So the risk should be low.
Regression?
Yes. This breaks having AddTables in your apphost.
