Modulo some small clarifications on DNS standards for Azure services around regionality and subsumed vs. access resources that I'll address in a follow-up PR, this looks good.

The Azure REST Guidelines have been updated through a series of working sessions. We have reached the point where we need to start getting feedback from the lager community.
