Motivation and Context

#1567
#1579

This PR is not yet ready for merging, since the hosted MCP support in the Responses and Foundry IChatClient implementations have not been published yet.

Description

  • Adding sample demonstrating how to use the Hosted MCP tool with approvals with a Responses based ChatClientAgent
  • Adding sample demonstrating how to use the Hosted MCP tool with approvals with a Foundry based ChatClientAgent

I think we are moving away from using the Azure.AI.OpenAI package.

This might be a good update to this PR.
