Reverse-mirrors MSVC-PR-656388 "Update WinSDK to 10.0.26100.4654", where I'm updating the MSVC toolset's usage of the WinSDK. This is a major change for MSVC but has extremely limited impact for the STL as we've already made this change for the GitHub build on 2025-06-13, when #5580 updated azure-devops/provision-image.ps1 to select Microsoft.VisualStudio.Component.Windows11SDK.26100.

  • Drop TRANSITION comment now that we set NTDDI_WIN11_GE internally.
  • The WinSDK in the VS Installer has been updated in-place from 10.0.26100.3916 (released 2025-04) to 10.0.26100.4188 (released 2025-05). Update our various comments accordingly.
    • I checked that all of the TRANSITION bugs are still present. Note that as of VS 17.14.10 Preview 1, WinSDK 10.0.26100.4654 (released 2025-07) is not yet available.
