Steps to reproduce

For Peek, Preview Pane, and Icon Previews,

1. Create a ZIP file with items supported - I tested with WebP, JPG, and PNG.
2. In file explorer, double click the ZIP. This shows a preview, where the files are actually in TEMP (%USERPROFILE%/AppData/Local/Temp/).
3. Attempt to preview these

✔️ Expected Behavior

Peek, Preview Pane, Icon Preview shows the previews of the files

❌ Actual Behavior

Peek, Preview Pane, Icon Preview fails, and falls back to displaying icons

This is indeed similar to #26146. I weirdly, I did not see it when I searched.
