I can do the implementation then. I am working on writing my ideas down to communicate them and I should have them ready on weekend.
Then main point would be that the admin can define a table based on the plugin GUIDs and set the enabled state for each GUID. The evaluation of the policy value(s) will happen in the
Wox.Plugin
