Why this PR?
There are redundant
TargetingIddimension in our telemetry.The
TargetingHttpContextMiddlewareaddsMicrosoft.FeatureManagement.TargetingIdto http request activity baggage.The baggage will be inherited by child activities and App Insights SDK will add it to the event's custom dimension.
