feat: Update package and schema to 200216

Updated samples

1. removed Microsoft.InitProperty.
2. removed Microsoft.IntentPattern.
3. Update @{} to ${}
4. Update TodoSample to RecognizerSet.
5. Update dotnet3.0 core-> HostBuilder and UseLuisSettings.
6. Support new Expression sets. add "=" to expression. (todoluis)
7. Update lubuild package.
