Python integration. #1212
Description
These APIs should in general be simpler to integrate with Python. We aim to make no user-facing changes (except for APIs like lifecycle status and supervision that are being fleshed out).
- Begin with integrating ProcMesh: use v1::ProcMesh, and remove the custom (python only) reference format.
- Then do the same for ActorMesh. Push all casting down to the ActorMeshRef APIs.
- After this, integrate ActorMesh functionality like reconfiguration.
