part of openwebdocs/project#218

Moved all 5 guides into a new value processing guide.

All the edits are updated links EXCEPT: the new guide and the CSS_cascade module landing page.

I'll delete the original files AFTER this is merged as the _redirect file keeps having merge conflicts. This replaces #38687 which was closed for this reason.

@estelle nice work. I understand the move, and the next steps after this. I've made quite a few suggestions, but I'm approving it so you can consider them and then get it merged asap, to avoid further conflict issues. I think this is fine, as long as you handle the further cleanup asap after that.
