Description
Part of openwebdocs/project#185 — this PR removes https://developer.mozilla.org/en-US/docs/Web/Guide/Mobile and its child articles, and redirects all of them to https://developer.mozilla.org/en-US/docs/Learn/CSS/CSS_layout/Responsive_Design.
I've added a few bits of content to the latter, including a section to briefly explain the context of mobile web development and how it relates to RWD, and a few tips and links that I thought were useful. At this point, I don't think there is anything from the mobile guides that needs adding back in anywhere. It was largely very out-of-date material.
