Update the
runtime.setUninstallURLdocs to mention that Safari's implementation is an intentional noopMotivation
I updated setUninstallURL recently, and while discussing it in the WECG, we discussed Safari's implementation being an intentional noop. This update changes the documentation to reflect that.
