This PR updates and corrects version values for Chromium (Chrome, Opera, Samsung Internet, WebView Android) for the `deprecatedReplaceInURN` member of the `Navigator` API. Although this commit suggests that some support already landed in Chrome 103, this commit in Chrome 128 mentions:
This CL also enables some FLEDGE-adjacent features, such as deprecatedReplaceInURN from Fenced Frames:
